TLDR: the issue is being caused by monitors going to 'deep sleep' after receiving a sleepOK kind of command via DisplayPort. Other solution: my monitors don't let me change that via the OSS, but if I put a MSTSC session up in focus and span it between monitors they behave correctly (sleep without killing all my windows/positions).
